ISD is responsible for the receipt, storage, accountability, issue, and disposal of classes of supply in storage (Class I, II, III(B), III(pkg), IV, V, VII and IX) via supply point distribution operations.

FPMO:

FPMO directs and manages the installation food service program ensuring maximum results at lowest cost to the government, to include management of the Philip A. Connelly Award program, senior food service personnel training and field training assistance. FPMO develops local policies and procedures consistent with Department of the Army and command guidance. FPMO administers food account budgets, the Dining Facility Attendant (DFA) contract, meal card management and cash books. FPMO conducts menu board meetings and manages budgets for the replacement of dining facility equipment.

SSMO is open Monday, Wednesday and Friday from 7-11 a.m. and 12:30-3 p.m.; closed for lunch from noon to 12:30 p.m. SSMO is an administrative and field rations operation of the Army Field Feeding System (AFFS) that works under the direction of the FPMO. Support is provided to active Army garrison dining facilities, Reserve Component units and sister services during garrison and training events conducted on FCCO or at the PCMS utilizing the Army Food Management Information System.

The Fort Carson Environmental Protection and Enhancement policy mandates that all requests for Class III hazardous materials (HM) are submitted to/through the HMCP. HMCP provides a single point of control for the requisition, shipment, receipt, temporary storage, issue, mandatory environmental tracking and reporting of HM (Class III(pkg)) requested and used on Fort Carson.

ISSA:

ISSA serves as an excess management warehouse for tactical unit SSAs. There are no direct customers nor is there an Authorized-to-Forecast/Authorized Stockage List (ATF/ASL).

The Post Laundry Office

Post laundry is open Monday-Friday from 7:30 a.m. to 4 p.m.; closed for lunch from noon to 12:30 p.m. Turnaround time is 72 hours from the time an item is turned in. Items accepted at the post laundry are limited and often require unit reimbursem*nt. Contact the laundry facility for the current listing of accepted items prior to dropping of items.

The Fuel Management Office

The Fuel Management Office oversees contractor owned/contractor operated bulk fuel facility, retail fuel facilities and the aviation rapid refuel facility. The Fuel Management office is the approving office for Vehicle Identification Link (VIL) key issue for fuel dispensing at the bulk and retail facilities. Fuel forecasts for training downrange or at PCMS are coordinated with the fuel manager.

The Aviation Rapid Refuel Facility is contractor owned/maintained and is operated by military personnel on an “as required” schedule. This facility requires the use of Air Into-plane Reimbursem*nt (AIR) cards for fuel dispensing.

MDRS:

MDRS is open Monday-Friday from 7:30 a.m. to 3 p.m.; closed for lunch from noon to 12:30 p.m.. MDRS is consolidated on Fort Carson to support divestiture and redistribution operations. MDRS is designed to provide immediate accountability relief after the induction of equipment into the process and completion of divestiture or redistribution actions required for excess equipment.

Installation Maintenance Division (IMD)

Installation Maintenance Division (IMD)

IMD operates as a government-owned and contractor-operated organization. IMD is the entry point for access to installation-level, commodity-focused, field-level and limited sustainment-level maintenance (FLM/SLM) for all tactical platforms, commercial non-tactical vehicles (NTV) and non-standard equipment (N-SE). IMD has a vast array of supporting mechanic and technician skillsets to provide comprehensive and quality work in our primary maintenance facility at building 8000, as well as other satellite facilities in our customer footprints. IMD directly supports Army warfighter, and this installation’s maintenance needs as our forces train, prepare for and participate in multiple operations.

IMD synchronizes, integrates, and provides FLM/SLM support to the Fort Carson community. This community includes the 4th Infantry Division (4ID), consisting of four combat brigades, a sustainment brigade and division artillery; the United States Army Garrison (USAG), consisting of four directorates; 10 separate units, including the 71st Ordnance Group (EOD), 13th Air Support Operations Squadron, 1st Space Brigade, 759th Military Police Battalion, 4th Engineer Battalion, 672nd Hospital Center, 4th Security Force Assistance Brigade, 10th Special Forces Group (Airborne), U.S. Army Medical Department and Dental Health Activity; as well as a six state regional support area under Army Regulation 5-9 (Installation Agreements) that cover Colorado, Wyoming, Utah, Montana, North Dakota and South Dakota.

IMD operates under four primary mission sets, which include base operations (BASOPS) support, pass-back support, modernization displacement and repair sites (MDRS) support, and reimbursable support as outlined below. Workloads within these mission sets can also include support for unexpected operational surges, contingency operations and special events.

Our primary support mission is in support of the AFSBn-Carson organic unit and USAG BASOPS which includes four directorates; the Department of Public Works (DPW); the Directorate of Emergency Services (DES), the Directorate of Plans, Training, Mobilization, and Security (DPTMS), and the Directorate of Family, Morale, Welfare, and Recreation (DFMWR). AFSBn-Carson, and IMD, conduct monthly Logistics Readiness Reviews (LRR) with the USAG Command team to discuss maintenance topics which include equipment Operational Readiness (OR), scheduled service status, and NTV/N-SE Maintenance Expenditure Limit (MEL) waiver updates. This mission also includes maintenance support for USAG activities at the Piñon Canyon Maneuver Site (PCMS) and the service and repair of Food Service Equipment (FSE) located in the five Ivy Warrior Restaurants (IWR).

Pass-back maintenance support is IMD’s avenue to provide FLM/SLM for combat platforms, tactical vehicles, and other ancillary equipment to the 4ID warfighters who do not have organic maintenance capability, do not have assigned mechanics or tools, or as defined in their organizations MTOE and IAW AR 750-1.

MDRS is in support of the HQ, Department of the Army (HQDA), Execution Order (EXORD) 269-20, Implementation of the Regionally Aligned Readiness and Modernization Model (ReARMM). The MDRS mission is to facilitate equipment divestiture ISO Army modernization efforts, and to provide immediate property accountability relief to those modernizing units. IMD’s role is to provide acceptance Technical Inspections of equipment and to “de-mil” equipment that has disposition for turn-in to the local DLA Disposition Services (DLA-DS) activity. Additionally, IMD can provide reimbursable (customer-funded parts and labor) maintenance support to achieve the required 10/20 maintenance transfer standard based on equipment disposition instructions.

Reimbursable maintenance support is the fourth mission set for IMD, providing reimbursable maintenance support (parts and labor) for tactical units that have organic FLM capability but do not have enough resources, such as on-hand mechanics or time available, to complete the work. IMD provides reimbursable support to tactical and civilian organizations within the AR 5-9 Area of Responsibility through Installation Service Support Agreements (ISSA) or Memorandums of Agreement (MOA).

IMD also supports theTank, Automotive, and Armament Command(TACOM) sponsored Avalanche Control Program (ACP) and conducts maintenance and services on 50 M101A1 Howitzers used by various Department of Transportation (DOT) agencies in eight states to include Alaska, California, Colorado, Nevada, Oregon, Utah, Washington and Wyoming.

Ground Maintenance Operations Branch

The Ground Maintenance Operations Branch manages and oversees overall contract maintenance operations in support of our customers. The branch provides surveillance and quality assurance of contract performance, short-term and long-term planning (operational and strategic)term and long-term planning (operational and strategic), and forecasting of workloads. The branch establishes plans, policies, and procedures for coordinating support maintenance operations with installation, directorate and division-level staff.

The IMD contract surveillance team is centered on our quality assurance evaluators (QAE) and quality control (QC) inspectors. QAEs assist the contracting officer representative (COR) in the surveillance of the support contract by using the Quality Assurance Surveillance Plan (QASP) to ensure provided services meet expectations in accordance with the Performance Work Statement (PWS). The QCs facilitate equipment acceptance and conduct routine technical inspections to assess the contractor’s workmanship and to verify equipment repair standards are achieved.

Although the Army has been moving forward with “back to basics” and making Soldiers responsible for maintaining their equipment at the installation level, IMD continues to have a role in providing some FLM maintenance support in the Fort Carson area. IMD has the capability and skillsets required to provide a wide range of reimbursable maintenance support at the unit’s location to enhance the unit’s ability to maintain equipment readiness or augment specific pre-deployment maintenance efforts.

Support Branch

The Support Branch is the internal operations and administrative component of IMD and is assigned government-in-nature (GIN) responsibilities which include the Installation Materiel Management Office (IMMO) functions as outlined in AR 750-1 and Army Sustainment Command (ASC) Supplement to AR 750-1. Specific IMMO functions include warranty coordinator, modified work order (MWO) coordinator, product quality deficiency reporting (PQDR), corrosion prevention and managing messages, such as Safety-Of-Use Messages (SOUM) and Ground Precautionary Messages (GPM). Other specific support functions include managing and controlling Government purchasing requirements in support of internal and contract maintenance operations, Government Purchase Card (GPC) execution, small contract purchases in coordination with the local Mission and Installation Contracting Command (MICC), managing unfunded requirements (UFR), overseeing government furnished property (GFP) and government furnished equipment (GFE) issued to the contract maintenance department,managing facility improvement projects and shop equipment procurement. The Support Branch also provides Global Combat Support System – Army (GCSS-A) system administration and management.

Installation Transportation Division (ITD)

ITD is responsible for all transportation functions relating to deployments, redeployments, passenger movements and group moves of 10 or more moving under government orders. ITD operates the installation rail service and installation shuttle service.

Movements Branch

The Movements Branch is the focal point for unit deployments or freight transport and containers. The Rail Operations Section operates and maintains the railhead, locomotives, yard-master services and provides switching services. Container Control Section officers, and other supporting section personnel, maintain accountability of containers located in the Installation Container Yards. Section responsibilities include Rough Terrain Container Handler (RTCH) support and container repair. The Unit Movement Section assists units in the preparation and execution of movement plans, unit movement data and related documentation. The section can assist unit movement officers in obtaining Computerized Movement Planning and Status System (COMPASS) organizational equipment list (OEL) and unit deployment list (UDL) movement planning aids and other required necessary technical references. This section serves as the installation point of contact with FORSCOM concerning unit movement data reported by the supported units and reviews unit OEL/UDL reports for completeness and accuracy. The section serves as a backup to the 4DSB for coordination with highway authorities for all convoys and any oversize, overweight and special hauling permits for the movement of military vehicles. The section is responsible for the accountability, reporting, utilization, inventory and inspection of all containers (QUADCONS/MILVANS) and 463L pallets within Army Intermodal and Distribution Platform Management Office (AIDPMO) storage inventory. The unit movement coordinator has primary responsibility for the preparation, maintenance and execution of movement, mobilization and load plans for all units at Fort Carson, the AR 5-9 area of responsibility (approximately 256 units), and all Reserve Component units that deploy from Fort Carson. Unit movement experts are available to advise and assist unit commanders in preparing unit movement, mobilization and deployment plans and developing and reporting unit movement data.

Passenger Movement Branch

This branch arranges, coordinates and documents the transportation and travel for individuals, family members, small groups (not over 10 people) and their personal baggage. The branch coordinates with group OIC/NCOICpoints of contact providing technical assistance and guidance in the area of passenger movements and travel.

The Group Movement Section arranges and coordinates passenger movement for groups of 10 or more personnel. Utilizing commercial airlines, charter aircraft and charter motor coach services. Passenger movement and group movement use a common point of contact.

A/DACG Branch

The A/DACG assists units for joint inspection of all air cargo with support from the Air Force. Ground handling of passenger-chartered aircraft for units arriving at or departing from Fort Carson A/DACG.

TMP Branch

The TMP is responsible for permanent allocation of General Services Administration (GSA) non-tactical vehicles (NTV) assigned to Fort Carson. TMP also stores privately owned vehicles for deployed single Soldiers in the barracks as well as dual-military service members who are both deployed. The Soldiers must be on temporary change of station (TCS) orders in order to store privately-owned vehicles(POV) in the TMP storage area.

Transportation Department

The Transportation Department is responsible for terminal operations and movement of freight and equipment via military and commercial carrier into, out of, and within the Fort Carson AR 5-9 and Power Projection Platform (PPP) area of responsibility. The Transportation Department performs a wide variety of transportation operations involving several sections including blocking, bracing, packing, crating and tie down (BBPC&T), inbound and outbound freight and small packaging.

In/Out-Bound Line Haul Yard

The In/Out-bound Line Haul Yard is open daily from 7:30 a.m. to noon and 12:30-3:30 p.m.; closed for lunch from noon to 12:30 p.m. The yard is an area the Transportation Division uses for the uploading and downloading of equipment arriving or leaving the installation on commercial trucks. Typically, this is either for new equipment fielding (NEF), combat training center (CTC) rotations and deployments. Material Handling Equipment/Rough Terrain Container Handler (MHE/RTCH) support to the installation can be requested and must be coordinated through 4DSB SPO and approved by the AFSBn-Carson COR.
